The Care Quality Commission, responsible for inspecting care homes in England, have specific criteria for assessing the characteristics of ‘Outstanding’ during their inspection. The Outstanding characteristics reflect how each care home goes over and above to ensure the service users and staff have a positive outcome because of their interventions, yet only 3.5% of care homes in England are rated as Outstanding by CQC.
